Within the framework of UNICEF’s Humanitarian Response to Refugee and Migration in Greece, and in line with actions foreseen under the Memorandum of Understanding between UNICEF and EKKA, UNICEF is seeking to recruit a Social Worker/Capacity Building Expert, who will be placed in EKKA for the period 17 June 2019 to December 2019, in order to ensure continued support EKKA’s efforts to enhance quality of care in UAC facilities through capacity building of front line workers.


Greece, as one of the major entry points into Europe for refugees and migrants, has received over a million asylum seekers since January 2015, 37% of them children. In the first four months of 2019, over 2,600 refugee and migrant children arrived in Greece by sea. As of April 2019, there were an estimated over 76,000 refugee and migrants in Greece including an estimated 28,500 children, while 3,564 being unaccompanied (UAC).

The national system to protect unaccompanied and separated children in Greece has been strained in light of the increased arrivals, with not enough facilities to accommodate and provide protective services for UAC (e.g. current accommodation capacity meets only 30% of the need leaving over 2443 UAC on a waiting list for placement), and no nationally approved standards of care to serve as a basis for assessing and promoting a minimum of care and harmonization. The Government of Greece, which recognizes UASC as a priority issue, in July 2018 introduced critical new legislation which foresees the establishment of new competencies for the National Center for Social Solidarity (EKKA) including a new Department of Assessment and Supervision of Accommodation Modalities for UAC (Department of Assessment).

UNICEF’s Refugee and Migrant Response in Greece aims to ensure that protection, care and support is assured for refugee and migrant children on the move and stranded in the country, including for unaccompanied and separated children. As part of its overall goal, UNICEF has committed to strengthening the system to identify, refer and provide protective care for UASC, including through enhancing the capacity of government actors to respond.

UNICEF has been partnering with EKKA since 2016 to reinforce their capacity to manage the higher UAC caseload, and in mid-2017 seconded an expert to support the office to enhance quality of care in UAC shelters through capacity building.

How can you make a difference?

The Social Worker/Capacity Building Expert (Consultant) will provide technical assistance in one or more of the following tasks, using the latest UNICEF guidance for content and quality:

  • Support ΕΚΚΑ in planning and oversight of nation-wide capacity building activities for UAC front line workers in order to strengthen quality care
  • Draft Capacity Building component of the operational framework for EKKA’s Department of Assessment and Monitoring of Quality Care and prepare related funding proposals
  • Contribute drafting the National Standards of Care (section of (i) Referral, decision making and admission (reception) and, (ii) Care-taking process) for unaccompanied children
  • Contribute to drafting a standard Internal Operating Framework Guide for UAC shelters as part of the operationalization of the National Standards of Care.
  • Draft Child Safeguarding Policy for EKKA’s Division for UAC protection and related Child Safeguarding Guidelines for UAC accommodation providers
  • Contributed to drafting the Monitoring Framework for the Department of Assessment and Monitoring of Quality of Care for UAC accommodation centers
  • Represent EKKA at relevant coordination meetings to ensure synergies with other government, civil society and international actors working to build capacity around UAC staff and services.
  • Provide regularly updated reports on progress towards meeting and ensure all stakeholders are informed of progress.


The Social Worker/Capacity Building Expert (Consultant) may be requested to work on one or more of the following deliverables, using UNICEF programme policies and guidance for content and quality:

  • Series of capacity building activities (trainings, roundtables, peer exchanges) for UAC front line workers, delivered in cooperation with EKKA (by July 2019)
  • Capacity building component of operational framework for Dept. of Assessment and Monitoring (by August 2019)
  • Funding proposal for EKKA’s capacity building activities (by September 2019)
  • Draft sections of National Standards of Care (by September 2019)
  • Draft sections of Internal Operating Framework Guide (by October 2019)
  • Child Safeguarding Policy for EKKA’s Division for UAC Protection (by October 2019)
  • Child Safeguarding Guideline for UAC accommodation providers (by November 2019)
  • Draft inputs to Monitoring Framework of EKKA’s Division of Assessment and Monitoring (by September 2019)
  • Minutes of relevant meetings and outcome reports (on a regular basis)
  • Monthly report outlining progress on development and roll out of all deliverables, including status of and data on support provided through Service Level Agreement, and report of technical support provided to EKKA (monthly)

Performance Indicators:

  • Analysis and reports are produced based on UNICEF’s quality standards
  • Report on planning and developing of Capacity Building trainings is timely provided
  • Quality review of and assessment for National Standards of Care and Operational Frameworks
  • UNICEF and National partners ratings of quality of technical assistance by the Individual Contractor are adhered to

To qualify as an advocate for every child you will have…


  • Advanced professional university or technical degree in Social Work, or other field related social/humanitarian sciences.
  • At least 5 years professional experience required in child protection, including at least 4 years of work experience with UASC, including provision of accommodation and comprehensive care.
  • Proven experience carrying out participatory capacity needs assessments, developing, designing and delivering training for CP front line workers, and carrying out practical on-site skills building support.
  • Ability to work through networking and partnership.


  • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships.
  • Ability to work with professionals from other disciplines to deliver collaborative assessment results strengthening the quality of care provided.
  • Ability to understand and appreciate professional roles and responsibilities.
  • Demonstrated ability to communicate effectively

Language skills:Fluency required both in Greek and English (oral and written).

The consultant will be contracted by UNICEF and will provide technical support to the National Centre for Social Solidarity (E.K.K.A.). S/he will be managed by and report directly to the Coordinator for the Unit for the Management of Accommodation Requests for Asylum Seekers and Unaccompanied Minors, and work as part of that team. The consultant will work in close coordination with the Ministry of Labour and will provide monthly reports on progress to UNICEF (reporting to the Chief of Child Protection). No sensitive case data will be shared with UNICEF or any other actor without prior consent of E.K.K.A. Coordinator.


The Social Worker/Capacity Building Expert (consultant) may need to travel one or more times to assist on monitoring visits or facilitate in-country workshops, including with external stakeholders. Travel expenses will be reimbursed to the Social Worker/Capacity Building Expert (consultant) according to the UNICEF Rules and Regulations.

Estimated duration of the contract:The duration of the consultancy is from 17 June 2019 until 31 December 2019.

Work place

The location of the Social Worker/Capacity Building Expert (consultant) will be in Athens, at EKKA premises.

Payment schedule, and other charges

Payment schedule: The Social Worker/Capacity Building Expert (consultant) will be paid monthly against the monthly progress report as agreed with the UNICEF Refugee and Migrant Response, based on the specific terms of reference, and upon satisfactory delivery.

Other charges: Any costs related to travel will be reimbursed to the Social Worker/Capacity Building Expert consultant) based on standard UNICEF arrangements for travel of consultants
